Ontario has announced important updates regarding the Ontario Workforce Priority Stream, creating a potential new pathway for eligible skilled foreign workers to apply for permanent residence in Ontario.

What is the Ontario Workforce Priority Stream?
The Ontario Workforce Priority Stream is designed to help eligible skilled foreign workers with a qualifying job offer and relevant work experience obtain a pathway toward permanent residence in Ontario.
May be available to:
- Skilled foreign workers with a qualifying Ontario job offer
- Individuals with eligible work experience in a qualifying National Occupational Classification (NOC) occupation
- Certain self-employed physicians who may apply without a job offer
How Does the Process Work?
For applicants with a job offer:
- The Ontario employer must first register and begin the process through the employer portal.
- Once the employer requirements are completed, the applicant may submit an Expression of Interest (EOI).
- If invited to apply, the applicant must demonstrate that they:
- Meet the requirements claimed in their EOI;
- Meet Ontario’s eligibility criteria; and
- Provide supporting documentation.
- If approved by Ontario, the applicant may then apply to the federal government through Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
(Please remember that IRCC makes the final decision on permanent residence applications.)
Key Applicant Requirements
To qualify under this stream, applicants must generally:
✅ Have an eligible Ontario employer who has registered with the program
✅ Have an approved employment position through the employer portal
✅ Receive an invitation to apply and submit the application within the required deadline
✅ Provide proof supporting the information declared in their Expression of Interest (EOI)
✅ Meet program requirements, including:
- Work experience requirements (or required
- licensing/authorization where applicable)
- Valid professional licensing (if required for the occupation)
- Language requirements
- Education requirements
- Legal status in Canada (where applicable)
- Demonstrated intention to live and work in Ontario
Important: Employer Approval Is Required
A key requirement of this stream is that the employer’s position must be approved by Ontario before a nomination certificate can be issued.
The requirements may vary depending on the TEER category of your occupation under the National Occupational Classification (NOC) system.
